Voices Against the Ordinance

This current ordinance as proposed, I believe, has serious flaws.  I can't reasonably support or allow between 70 and 90% of marijuana collectives in my district, as I said in the paper today, just a pot district, I can't support that.
 
I do think we need an ordinance that's fair to all the communities and does actually serve the needs of the people who truly need medical marijuana.

I cannot support the ordinance today for several reasons. First and foremost, the cost impact is not known. We cannot continue to engage in policy making like this where costs are known.
Where the officials carrying out the program of the costliest city employees, in this case our police officers, we have to have ability to fund...
 
Second, there are no clear standards. It says an audit will be available, but of what? Under what conditions? With what requirements? What are we auditing? It's not clear. Yet we know there are significant safety concern by the compliance with prop 215, but it's not fully specified under this ordinance.
 
I think taxpayers, neighborhoods deserve specific standards for compliance.

I think we're giving up an opportunity where we could really provide some instruction on how to regulate this and how to keep people in neighborhoods safe. I don't really understand what makes industrial areas the appropriate areas for this type of activity [mmj collectives]. And the maps which I've seen clearly show that there are very limited locations of where these would go, and unfortunately they reside I think in primarily in two council districts.
 
And I think this is a policy, there's a city policy and I think we should all participate in the responsibility of the city of providing this safe and legal access, and I don't think today's motion does that. And for that reason I will not be supporting it.
